Forest View Apartments Information
Multiple buildings within the Forest View Apartment Complex, 9420 Mary Glen Dr., have been found by the Building Inspector for the City of Crestwood to be a dangerous building under § 7-181 of the Municipal Code of the City of Crestwood.
The City of Crestwood’s enforcement actions (outlined in the "Timeline" tab below) regarding Forest View Apartments are being taken out of serious concern for the health and safety of residents. Numerous inspections by City and St. Louis County officials have confirmed conditions that pose immediate life and fire safety risks. These conditions are not minor code issues—they are dangerous violations that threaten the residents who live there.
The actions outlined below are being taken to protect public health and safety and to ensure compliance with building and property maintenance codes. All interested parties have been notified, and the City will continue to follow all required legal procedures throughout this process.

August 2024 - Inspection Report Compiled
City officials conducted an inspection of the public and common areas at Forest View Apartments.
October 2024 - Inspection Report Issued
The City issued a formal inspection report to the property owner citing multiple property maintenance and building code violations throughout the complex. This initiated a formal enforcement process aimed at addressing ongoing health and safety concerns.
8500-8506 Park Crestwood
April 22, 2025 - Dangerous Building Declared for 8500-8506 Park Crestwood
Between October 2024 and April 22, 2025, no corrective action was taken. The City issued dangerous building notices for 8500, 8502, 8504, and 8506 Park Crestwood citing numerous fire and life safety code violations, with required corrective action needed by June 21, 2025.
June 21, 2025 - Dangerous Building Hearing Scheduled
When work was not completed, the City scheduled a dangerous building hearing for July 28.
July 28, 2025 - Dangerous Building Hearing Held
Presided over by Acting Building Commissioner, John P. Frisella, representation for the City of Crestwood and Forest View presented evidence regarding properties located at 8500-8506 Park Crestwood.
August 11, 2025 - Judges Order Issued
Following the dangerous building hearing, the Building Commissioner ordered that 8500-8506 Park Crestwood be vacated within 30 days of the order.
September 16, 2025 - Hearing on the motion to stay
A hearing on the motion to stay (8500-8506 Park Crestwood) took place Tuesday, September 16, in Division 2 in St. Louis County, before Judge Richard Stewart.

Representatives from the City of Crestwood and St. Louis County reinspected the property to determine whether the issues identified in the April 22 Dangerous Building Declaration had been corrected.
While some problems were resolved, others remained. As a result, the Building Commissioner’s Order to Vacate remains in effect.
December 31, 2025 – Court Denies Motion to Extend Stay
The St. Louis County Circuit Court denied Forestview’s motion to extend or renew the stay order. Consequently, the Building Commissioner’s Order expired, and the Order to Vacate remains in effect.
January 12, 2026 – Notice posted that "Building Deemed Dangerous and Uninhabitable"
Letters were posted on all units serving as formal notice that the structure has been deemed a dangerous building and public nuisance under Chapter 7, Art. 8 of the Municipal Code of the City of Crestwood, Missouri (the “Code”).
Notices stated that effective immediately, occupancy of any unit in this building is unlawful and occupants were ordered to vacate the premises immediately and seek alternative housing.
January 23, 2026 – Notice to Vacate Premises by Wed, Jan. 28
Letters were posted on all units serving as a notice of unlawful occupancy and that tenants need to vacate the premises by Wed, Jan. 28.
Notices stated that "at 12 p.m. Wednesday, January 28, representatives from the City of Crestwood will inspect each unit of the building to ensure the premises are vacant. If you are still occupying your unit, you will be evicted and cited."

August 21, 2025 - Dangerous Buildings Declared for 10 Other Buildings
Due to lack of corrected action, the City issued dangerous building notices for multiple structures on the property including 8608-8624 Park Crestwood, 8628-8723 Park Crestwood, 8634-8717 Park Crestwood, 8640-8709 Park Crestwood, 8706-8716 Park Crestwood, 9400-9414 Mary Glen Drive, 9421-9431 Mary Glen Drive, 9440-9442 Mary Glen Drive, 9443-9449 Mary Glen Drive, and 9451-9457 Mary Glen Drive.
