Boards & Commissions
The City of Crestwood's boards and commissions provide residents with opportunities to engage in local governance and contribute to the community's development. These advisory bodies review policies, make recommendations, and oversee various aspects of city operations. Residents are encouraged to attend meetings and participate in shaping Crestwood’s future.

Boards, Commissions and Committees Overview
- Board of Adjustment: Reviews appeals regarding zoning regulation enforcement.
- Civil Service Board: Evaluates staff policies and internal complaints as needed.
- Park Board: Advises on parks and recreation policies, planning, and improvements.
- Public Safety Board: Provides recommendations on police and fire department operations, budgeting, and public safety initiatives.
- Public Works Board: Advises on public works policies, infrastructure, and citywide improvements.
- Planning, Zoning & Architectural Review Commission: Conducts public hearings and ensures development aligns with the City's comprehensive plan.
- Ways & Means Committee: Reviews and recommends adjustments to the City budget.
About the Board
The Board of Zoning Adjustment is a quasi-judicial board of five residents, appointed by the Board of Aldermen, established to hear and decide appeals and consider requests for variances from the City's zoning regulations.

Standards of Approval
Applicants are strongly encouraged to assess whether their appeal or variance request will meet the state & local legal standards for approval, as described in Section 26-3 (D.) of the Municipal Code, prior to submittal of their application.
- Appeals may be heard where it is alleged an error has occurred in a decision or determination made by the Director of Public Works in the enforcement of the zoning regulations.
- A variance may be requested where, owing to special conditions, a literal enforcement of the zoning regulations will result in practical difficulties or unnecessary hardship. The applicant must show that their property was acquired in good faith and where by reason of exceptional narrowness, shallowness, or shape of their specific piece of property, or where by reason or exceptional circumstances, that the strict application of the zoning regulations actually prohibit the practical use of their property in the manner similar to that of other property in the zoning district where it is located.
A request for a variance may be granted upon a finding of the Board of Adjustment that all of the following conditions have been met:
- The variance requested arises from such condition which is unique to the property in question and which is not ordinarily found in the same zone or district and is not created by an action or actions of the property owner or applicant.
- That literal interpretation of the provisions of this chapter would deprive the applicant of rights commonly enjoyed by other properties in the same district under the terms of this chapter.
- That the special conditions and circumstances do not result from the actions of the applicant.
- That granting the variance requested will not confer on the applicant any special privilege that is denied by this chapter to other land, structures, or buildings in the same district.

About the Board
The Public Safety Board provides advice and recommendations on policy matters related to the operation of the police and fire departments, including improving fire protection and law enforcement programs within the City, rules and regulations governing the conduct of department members, budgeting, capital improvements, planning, administrative procedures, public relations, training and other matters for the safety and protection of the city’s citizens and property.

About the Commission
The Planning, Zoning and Architectural Review Commission is a voluntary board of residents appointed by the Board of Aldermen to review and conduct public hearings on redevelopment plans and city code provisions regulating development within Crestwood. The commission works to ensure that all regulations and developments comply with the city’s Comprehensive Plan. The commission conducts hearings on matters such as conditional use permits, site plans, subdivision plats, zoning code text amendments, and fence and sign exceptions.

Hearings
During the hearings, commissioners receive feedback and information from applicants, the community and the city planner, then vote on whether to recommend approval or denial of a request. The recommendation is forwarded to the Board of Aldermen for consideration.
Application Deadline
Applications to appear before the Planning Commission must be filed at least four weeks before the meeting date. Interested applicants should request a pre-meeting with the city planner at least one week before the application deadline to discuss procedures and requirements.

About the Committee
The Ways and Means Committee reviews the budget estimates and makes recommendations to alter, revise, increase or decrease items as necessary based on the needs of various spending agencies and the anticipated income for the year. The budget and the Ways and Means Committee’s recommendations are transmitted to the Board of Aldermen on or before the second regular board meeting in November.
