Previously Applied?
If you've previously applied for a permit or license with the City of Crestwood, please call 314-729-4720 or 314-729-4700 to receive a registration code that links your past applications to your new account.
Payment Options
- Online: Credit/debit card (2.99% processing fee applies)
- In person: Pay by cash, check, or money order at the Government Center
Common Application Notes
- Zoning Reviews: Commercial and residential zoning reviews are filed through one application and sorted by land use.
- Special Activities Permits: Required for food trucks, bonfires, fireworks, and similar events.
- Contractor Licensing: A Contractor’s Business License is required for all contractors without a current Crestwood Business License.
The City of Crestwood DOES NOT REQUIRE an inspection or home occupancy permit on an owner/occupied sale or purchase of a home. A home occupancy permit and inspection ARE REQUIRED on rental property; see Residential Rental Occupancy Permit below.

The City of Crestwood requires a Residential Rental Occupancy Permit for all rental properties within City limits. This includes single-family homes, villas, condos, apartments, and similar dwelling types. Any homeowner or company renting out a property must obtain this permit through the Department of Public Works.
- Note: A permit is not required if a property is being sold from one homeowner to another.
Inspection Requirements
A rental property cannot be occupied until it passes a residential inspection with no deficiencies. Inspections are conducted by a City-contracted representative and include a review of both the interior and exterior of the property. This includes, but is not limited to, electrical systems, plumbing, foundations, and safety features.
For more detail, please refer to the inspection checklist. Any violations of the 2015 International Property Maintenance Code (IPMC)—as amended and adopted by the City of Crestwood—will be documented on the checklist. Additional information may be provided if needed.
Reinspection Process
If the property does not pass the initial inspection, the owner will receive a letter from the City outlining the required corrections. Once all items have been addressed, the owner may contact the Department of Public Works to schedule a reinspection.
Once the property passes inspection, an occupancy permit will be issued.
Appeals
If an applicant disagrees with the inspection results or believes the code has been misinterpreted, they may appeal to the Public Works Board.
