The Federal Emergency Management Agency using the model created by the Los Angeles City Fire Department began promoting nationwide implementation of the Community Emergency Response Team (CERT) concept in 1994.

Emergency Management
There is hereby created a local municipal organization for the preparation and the carrying out of all the emergency functions, other than the functions for which the military forces are primarily responsible, to minimize and repair injury and damage resulting from disasters caused by enemy attack or disasters from fires, floods, earthquakes or other natural causes in accordance with the Missouri Civil Defense Act.

Community Resource Officer
The Community Resource Officer is responsible for most of the public relations functions for the Police Department. These functions include the instruction of the D.A.R.E classes, coordinating youth service programs, such as The Alternative, dealing with the speed trailer, arranging speakers and handling station tours.
