Crestwood Crossing

The City of Crestwood has selected Dierbergs and McBride Homes to redevelop the approximately 47-acre site of the former Crestwood Plaza mall at the intersection of Watson Rd. and Sappington Rd. The proposed mixed use redevelopment will be named Crestwood Crossing.

The first phases of development will include a full-service grocery store, restaurant and retail options, eighty-one (81) single family homes for purchase, several open space plaza / public gathering spaces, and a bicycle/pedestrian bridge over Gravois Creek to connect to the Grant's Trail Greenway. Future phases of construction will include additional development to the west of the new Dierbergs shopping center and on several lots to the east facing Watson Rd.

Status: 

The Final Development Plan for Phase 1: Dierbergs Crestwood Crossing was approved by the Planning, Zoning, and Architectural Review Commission on March 2, 2022. The Phase 1 subject area includes a portion of the approximately   ±24.52 acre parcel of land at Lot A within the Crestwood Crossing subdivision. The plan presents approximately 106,500 square feet of new commercial in five buildings:

  • Approximately 72,500-sqft Dierberg’s grocery store
  • Approximately 23,500-sqft retail, restaurant, office, services
  • Approximately 10,500-sqft detached drive-thru restaurants/retail

The Phase 1 Final Development Plan also includes approximately 20,000-sqft of outdoor gathering space, signage, internal access drives and sidewalks, utility and stormwater management facilities, parking, retaining walls, landscaping, fencing, and the construction of a pedestrian/bicycle bridge over Gravois Creek in the northest quadrant of the development area, intended for future connection to the Grant’s Trail greenway.

Following approval of the Phase 1 Final Development Plan, the applicant was able to begin the building permit review process on the central shopping center portion of the site. The City of Crestwood has reviewed and approved zoning code compliance and fire code compliance on the construction drawings submitted with the building permit application for the central shopping center. The building permit application and construction drawings have been reviewed for building code compliance by the St. Louis County Department of Public Works. A grading permit to begin site work has been issued and the applicant has begun preliminary site work.

A formal Groundbreaking Ceremony to launch construction of the first phase of the development will be held on Tuesday, April 19th.


The Final Development Plan for Phase 1A: The Villages at Crestwood Crossing was approved by the Planning, Zoning, and Architectural Review Commission on April 6, 2022. The Phase 1A Final Development Plan represents The Villages at Crestwood Crossing by McBride Homes on approximately ±22.4 acres of land at Lot B within the Crestwood Crossing subdivision. The plan includes eighty-one (81) single family dwellings, grouped into three categories based on approximate lot size:

  • Village A (34 lots): Approximately 50ft width, 120-125ft depth, and 6,000-6,250sqft lot area 
  • Village B (16 lots): Approximately 60ft width, 120ft depth, and 7,200sqft lot area 
  • Village C (31 lots): Approximately 30ft width, 110ft depth, and 3,300sqft lot area 

The Phase 1A Final Development Plan also includes approximately 24,000-sqft of common ground- the bulk of which is located near the southwest entrance to the neighborhood. All streets include 4’ wide sidewalks on both sides of the street, which connect to full sidewalks in the Phase 1 commercial development and the pedestrian/bicycle bridge over Gravois Creek in the northeast quadrant of the development area, intended for future connection to the Grant’s Trail greenway.

Moving forward, the applicant will be required to obtain approval on the Final Subdivision Plat from the Board of Aldermen to formally establish each of the 81 residential lots and right-of-way. Then the applicant may begin the building permit review process on the residential portion of the development area. 


Future phases of redevelopment will be introduced with detailed plans for the western and eastern outlots facing Watson Rd and Sappington Rd at a future date.

Timeline of Development Review Process

Prior to the full public hearings to rezone the site and approve formal development plans, many public meetings and discussions were held with the applicants and the City of Crestwood Board of Aldermen and Planning, Zoning, & Architectural Review Commission. Among many steps in the process, the following actions were taken over the past couple of years alone prior to rezoning the site and approving the development plans:

  • June 2020: An Urban Redevelopment RFP was issued by the City of Crestwood to redevelop 1 Crestwood Plaza
  • December 2020: Dierberg’s and McBride Homes were selected by the City of Crestwood to redevelop the site.
  • June 2021: The applicants completed the first submittal of their proposed site plan to City of Crestwood.
  • July 2021: While the applicants had initially pursued the creation of a new TIF District, in July 2021 this request was withdrawn and the applicants presented their intent to proceed with the existing TIF District governing the site. 
  • August 2021: A new Community Improvement District (CID) was established to support the Crestwood Crossing Development by the Board of Aldermen
  • August 2021: The applicants submitted a revised site plan to the City of Crestwood.
  • September 2021: A Work Session was held with the Planning, Zoning, and Architectural Review Commission to discuss the proposed site plan and plat. 

In October 2021, formal public hearings began with the Planning, Zoning, and Architectural Review Commission to review the formal rezoning request, Preliminary Development Plan, and other associated zoning procedures. The Planning, Zoning, and Architectural Review Commission voted upon recommendations regarding these requests, which were then forwarded to the Board of Aldermen for a final vote in November 2021.

TIF Commission

On November 16, 2021, the City of Crestwood approved the transfer of a previous Tax Increment Financing (TIF) agreement that had been established for this site in 2016 to D3 (Dierberg's) to establish the TIF for Crestwood Crossing.


Request for Proposals (RFP)

The City of Crestwood released the following Request for Proposals (RFP) on June 19, 2020 for the Crestwood Plaza Redevelopment area. Dierbergs and McBride Homes were ultimately selected as the developer for this site in December 2020.
